Une série télé, combien ça coûte ?
Lors d’une conférence de presse en octobre 2005, HHC avait déclaré que la télévision algérienne sous-traitait avec 45 sociétés de production privées en précisant que le montant global de la production exécutive était de 800 millions de dinars.
Une bonne partie de la production fictionnelle doit son existence au Mois Sacré grâce, notamment, aux recettes publicitaires substantielles qu’il draine. Durant le Ramadhan 2006, les gains s’élevaient à 60 milliards de centimes contre 40 milliards en 2005. Le marché de la fiction est ainsi partagé entre un certain nombre de boites privées qui postulent à leur part du gâteau en soumettant leurs projets au guichet de l’ENTV.
Au préalable, les dossiers sont d’abord examinés par la commission de lecture de la télévision nationale. Il peut se produire aussi que l’ENTV sollicite directement une société pour lui passer commande d’une œuvre. Dans tous les cas, il faut noter que la majorité des sociétés font de la production exécutive. « Il n’existe pas de vrais producteurs en Algérie. Nous faisons tous de la production exécutive, et c’est ce qui s’est passé avec Mawîd maâ el kadar qui est une production ENTV avec un budget de 43 millions de dinars », dit Djaâfar Gacem.
4 milliards 300 millions de centimes, soit moins du tiers de ce qu’avait coûté Babor Edzaïr, la série loufoque de Merzak Allouache qui, de l’avis général, fut un bide. Il faut savoir que la majorité des sociétés touchent aussi à la com’, font de l’événementiel, tout ce qui peut les aider à réaliser des bénéfices , mais très peu sont celles qui s’impliquent avec leurs fonds propres, tant la production est hasardeuse et le marché fermé.
La difficulté pour le marché de la fiction est que vendre un projet aux télévisions occidentales ou arabes n’est pas du tout évident, à moins de ne faire de la sous-traitance comme c’est le cas pour le marché de l’information et du reportage, si bien qu’il ne reste que l’ENTV, à la fois comme bailleur et comme support de diffusion.
